Unless you’re not from around here, or you’ve just returned from an extended 10 month holiday, on 1st October 2018 the Heavy Vehicle National Law (HVNL) was amended to include Chain of Responsibility (CoR) obligations relating to every party in the heavy vehicle transport supply chain.
As a result, the responsibility is now shared for every party in the heavy vehicle supply chain and parties may be held liable for any safety breaches.
Simply, the change to CoR laws were put in place to prevent breaches of the HVNL.
How does this effect you?
If you are a named party in chain of repsonsibility and can exercise or have the capability to control or influence any transport task, you have a responsibility to comply with the HVNL.
So who is considered a party in the Supply Chain?
While there may be multiple cross-overs depending on your organisation size and role descriptions, typical occupations include:
Loader / Unloader
Operator / Driver
Managing the CoR changes. Simple
